The United States has a complex system of agricultural regulations, restrictions, and quarantines in place to protect domestic crops and ecosystems from harmful pests and diseases.
These regulations can significantly impact the shipping of plants within and across state lines.
Key Regulatory Bodies
- United States Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS): The primary federal agency responsible for regulating the movement of plants and plant products.
- State Departments of Agriculture: Each state has its own regulations, which can vary widely.
Common Regulations and Restrictions
- Plant Health Certificates: These documents verify that plants are free from pests and diseases and meet specific phytosanitary standards. They are often required for interstate and international shipments.
- Plant Quarantines: Certain plants or plant products may be subject to quarantines, restricting their movement to prevent the spread of pests or diseases.
- Packaging Requirements: Plants must be packaged in a way that prevents damage and the spread of pests.
- Labeling Requirements: Packages must be clearly labeled with the contents, sender, and recipient information.
- Permits: In some cases, shippers may need to obtain permits or licenses for specific plant species or destinations.
Factors Affecting Regulations
- Plant Species: Different plants have varying levels of risk associated with them.
Non-Compliance Consequences
Violating agricultural regulations can result in severe penalties, including fines, seizure of plants, and even criminal charges.
No, neither FedEx nor UPS can deliver directly to a P.O. Box.

Yes, you may request early Ship Week for your plant's Hardiness Zone.
However, there are a few important considerations:
Plant Health: Shipping plants too early can expose them to unfavorable weather conditions, potentially damaging them. We may delay shipments due to weather.
Planting Zone: Shipping before your region's last frost date could lead to plant loss if a late frost occurs.
Nursery Policy: We have an Arrive Alive Guarantee.
Free shipping on most plant orders, with exceptions due to state regulations or distances.
Processing of plant orders start the week prior to shipment to ensure your plants arrive in good condition. Plants are shipped with the anticipation they will reach their destination by the end of the week.Plants are shipped in 2.5-inch to 1-gallon individual pots with minimum quantities, 3.5-inch pots in (18) count trays, 4-inch and 1-quart pots in (10) count trays or in (20) or (30) count plug trays. (72) count and (128) count trays may be available upon request.
If you are not ready to plant when the order arrives, open the box immediately and remove the plants. Place them in a shady spot, making sure they do not dry out. Newly planted selections should be protected from the hot sun and drying winds and watered adequately. See our Planting Care & Guides for more information.

It is common for perennials planted at the same time to exhibit different growth rates. Several factors could be influencing this:
Plant-Specific Factors:
- Dormancy:
Some perennials have natural periods of dormancy. They might be taking longer to establish.
- Growth Habits: Different plants have varying growth patterns. Some are naturally slower starters.
- Root Development: The time it takes for roots to establish can vary.
Environmental Factors:
- Sunlight: Ensure all plants are receiving the appropriate amount of sunlight.
- Soil Conditions: Variations in soil quality, drainage, or nutrient content can affect growth.
- Watering: Uneven watering can lead to inconsistent growth.
- Climate: Unusual weather patterns can impact plant development.
Planting and Care Factors:
- Root Disturbance: If roots were damaged during planting, recovery time can vary.
- Competition: Stronger plants might be outcompeting weaker ones for resources.
If you are concerned about a specific plant, Contact Us with more details about the plant, planting conditions, and any noticeable symptoms.
Please report upon receipt, any shipping damages, missing items, or if they arrive in poor condition (multiple boxes might not arrive the same day).
No matter how carefully we pack, and ship healthy plants rough handling and temperature may cause some appearance questions. If your plant arrives with some yellowing or minor breakage of non-structural branches, it is almost always a cosmetic issue and not one that affects the overall health of the plant. Most plants recover quickly once they are unpacked and planted. Remove any damaged, unhealthy-looking leaves and perhaps give the plant a light shearing to encourage new growth.
